If someone asked you yesterday to point out every Community Improvement District (CID) and Tax Increment Financing (TIF) district in Lenexa… could you?⁣

That’s why this map matters.⁣
⁣
Every highlighted area represents a public financing tool that has shaped development in our city. Many are places we shop, eat, stay or drive by every week. If you’ve visited a CID, there’s a good chance you’ve paid an additional sales tax without ever realizing it.⁣

The information isn’t secret… but it isn’t easy to find either. It’s scattered across ordinances, development agreements, agenda packets, budget documents and legal notices. Unless you’re actively looking for it, most residents would never know these districts exist.⁣

This series isn’t about telling you whether CIDs and TIFs are good or bad. It’s about helping residents understand where they are, how they’re approved, what they’re funding and when they have an opportunity to speak before new ones are created.⁣

“No Taxation Without Representation” was about having a voice in government. Today, I’d argue that voice begins with something even more basic:⁣
