Lenexa’s proposed 2027 budget is nearly 180 pages long. Most residents have likely never read the whole thing. But the budget is more than a stack of numbers. It shows what the City expects to collect, what it plans to spend, how much it intends to keep in reserve and which priorities receive funding. It helps determine staffing, roads, parks, public safety, debt, development incentives and major capital projects for the coming year. It tells a story. ⁣⁣

The proposed 2027 budget totals approximately $275.2 million, including $178.9 million in planned expenditures and $96.3 million in projected year-end reserves. The City is also proposing to collect about $1.1 million more in property taxes than the revenue-neutral rate would generate.⁣⁣

Those numbers alone do not tell us whether the budget is good or bad. To understand the full story, we also need to compare what the City originally budgeted in prior years with what actually happened.⁣⁣
